I myself would never use "and/or" but maybe this is completely acceptable.
Some forms of alternative language is acceptable (e.g. Markush) as long as it's not indefinite.
One reference I have says that "an element selected from the group consisting of A, B, and combinations thereof" is acceptable language.
Sheldon, PLI, Sec. 6.5.22
So, "A and/or B" is probably just a short form of this expression.
Since these two expressions are equivalent, PTO must think that both are definite and acceptable.

Here the subject is sensitivity, but the sensitivity is not doing the discussing. Better is "When discussing race and gender, the student should be sensitive." Here the student is doing the discussing.
