China Has Its Own Problems With History
Beijing’s treatment of history should be scrutinized as well.
By Randall Schriver
August 31, 2015
While the Chinese Communist Party (CCP) authorities are eager to discuss aspects
of history around the period between 1931 and 1945, they are much less willing
to candidly discuss the period between 1949 and the present.
And for good reason:
one of the tragic realities of the CCP era is that more Chinese people died
unnecessary deaths from CCP authoritarian rule than at the hands of foreign
occupiers during the war in the Pacific. The Great Leap Forward alone accomplishes
this, but one can also add the Cultural Revolution and the Tiananmen Square Massacre
for a mind boggling total of avoidable, unnecessary deaths due to CCP policies.
This is not a happy contest, and not meant to minimize Japanese treatment of the
Chinese people during the war. But we would be wise to keep proper perspective
when engaged on “history issues.”
The CCP’s attempts to mold history to their liking affects the U.S. in even more
direct ways. General Secretary Xi Jinping and others have warned the Chinese against
“historical nihilism” and describe critiques of the CCP as a Western plot to
undermine the Communist Party and to throw China into chaos. To put another way,
unless the U.S. embraces and endorses the CCP’s version of its history, we cannot
have a trusting relationship that will enable bilateral cooperation. That is the
offer on the table for us from Beijing’s leaders.
Our friend and security partner, Taiwan, will have its role supplanted, despite
the fact that it was Republic of China forces that suffered 90 percent of the
casualties at the hands of the Japanese. The Chinese People’s Liberation Army
did little fighting and only accounted for 10 percent of the total war casualties.
The same standards for assessing historical accuracy should be applied to Chinese
history as well.
China's President Xi Solidifies Power with Overhaul of Military
September 1, 2015 ? 1:21 PM KST
The blueprint would unify the army, navy, air force and strategic missile corps
under one command, said the people, who asked not to be identified because the
proposal hasn’t been released. The plans call for thinning the ranks of officers
and traditional ground forces, helping elevate the role of the navy and air
force, to better project force in a modern conflict, they said.
It would also consolidate the country’s seven military regions to as few as four,
one of the people said.
Such a command system is seen as necessary to improve communications and coordinate
modern forces across the various arms of the military. The organizational changes
would aid China’s shift from a land-based military to one able to project force
far from its coastline.
“The PLA is currently a territorial muddy-boots military focused on defending
the rule of the Communist Party against all enemies foreign and domestic with
limited ability to fight jointly,” Andrew Scobell, a senior political scientist
at the RAND Corporation in Arlington, Virginia. “With growing attention to
China’s increasingly overseas interests, the U.S. model is very appealing.”
UAE nuclear project enters critical phase
Anthony McAuley
July 13, 2015 04:27 PM
Although the first reactor is nearly 75 per cent complete and is on time and on budget,
industry executives said that the last phase would be the toughest.
“With a nuclear plant it gets a lot more complicated at the end when all the pieces
have to come together,” said an executive who was until recently one of Enec’s senior
division heads, and who did not want to be quoted by name.
“The first 80 to 90 per cent is pretty standard construction,” added the local head
of a Barakah subcontractor. “The last bit is the really hard part.”
“The UAE, certainly in order to meet the project timelines, is tied to the Korean
procedures and processes across the board,” said the former Enec division head.
“There had to be some changes to Barakah to account for the differences in seawater
temperature, the dusty environment, and the high ambient summer air temperature ...
and a different electrical system [but] the UAE plants are built on the same basic
design.”
Already, the Korean regulator has failed to pass Shin Kori 3 on several occasions
because of the faulty parts and it will be extra vigilant after the deaths of plant
workers. Kepco, meanwhile, has an agreement with Enec to run Shin Kori-3 by September
to demonstrate that it is fully operational, or it must pay penalties if it fails
to do so.
“The UAE is a blend of US and western European philosophies” in terms of the plant
safety and emergency response procedures, said the former Enec executive.
“Ultimately you are going to operate the plant with systems and processes that were
developed in Korea,” he said. “Is there an impact of taking a Korea-based design
and dropping it into the UAE environment? No doubt.”
He added: “Having a multinational, multicultural and multilingual workforce certainly
adds a layer of complexity to the UAE project. A great deal of effort has been placed
on trying to address potential issues in this area, and it will have to continue to be
an area of emphasis for the foreseeable future.”
Nuclear Power in the United Arab Emirates(Updated August 2015)
The UAE is embarking upon a nuclear power program in close consultation with the
International Atomic Energy Agency.
It accepted a $20 billion bid from a South Korean consortium to build four commercial
nuclear power reactors, total 5.6 GWe, by 2020 at Barakah.
Construction of the first unit started in July 2012, and the second in May 2013.
The first unit is more than 60% complete and is expected on line in 2017.

The Coming Yakuza War
Watanabe was affectionately known as “Goro-chan,” i.e. Mr. Gorilla, for his
simian appearance. While many yakuza in Japan are naturalized Koreans or children
of Japan’s former outcaste class, burakumin, and thus were subject to discrimination,
the Yamaken-gumi tends to have more outcaste class members while the Kodo-kai has
a larger Korean-Japanese makeup. That has helped create tension between the factions.
In 2013, the ICCT contracted with the Center for Alternative Fuels, Engines and Emissions at
West Virginia University to conduct in-use emissions tests on three light-duty diesel vehicles:
a Volkswagen Jetta, a VW Passat, and a BMW X5. The full results and analysis are available here
(http://www.theicct. org/use-emissions-testing-light-duty-diesel-vehicles-us).
The three test vehicles were certified to US-EPA Tier2-Bin5 and California LEV-II ULEV emissions
limits and were equipped with NOx after-treatment technologies: the Jetta was tested with a lean-
NOx trap (LNT), the Passat with a urea-based selective catalytic reduction (SCR) system, and the
BMW X5 with an SCR system. All three test vehicles were thoroughly checked for possible engine
or after-treatment malfunction codes using an on-board diagnostics (OBD) scanning tool, with none
of them showing any fault code or other anomalies. No reduction in catalytic activity due to aging
was expected, as the total mileage was relatively low (< 15,000 miles) for all test vehicles.
Real-world NOx emissions, as reported by the PEMS, were found to exceed the US-EPA Tier2-Bin5
(at full useful life) standard by a factor of 15 to 35 for the Jetta, and by a factor of 5 to
20 for the Passat, over five pre-defined routes categorized based on their predominant driving
conditions (highway, urban/suburban, and rural-up/downhill). The BMW was generally at or below
the standard and only exceeded the standard during rural uphill operating conditions.
The VW vehicles met the emission standard on FTP-chassis dynamometer tests, which include cold-
start NOx emissions. But the on-road emissions testing was performed with the engine and after-
treatment in warmed-up condition (i.e. warm/hot start), and the VW vehicle emissions were 5 to
35 times the standards during on-road testing, which did not include cold-start NOx emissions.
This inconsistency was a major factor in ICCT's decision to contact CARB and EPA about our test
results.
This project was part of a larger meta-analysis of PEMS data from EU (Euro 6) and US (Tier 2
Bin 5/ULEV II) diesel passenger cars. (For details on this project,
see http://www.theicct. org/real-world-exhaust-emissions-modern-diesel-cars)
This broader study analyzed the on-road emissions performance of fifteen new diesel passenger
cars, twelve certified to the Euro 6 standard and three to the US Tier 2 Bin 5 standard (which
is more stringent than Euro 6). Emissions were measured over 97 trips, totaling more than 140
hours of operation and 6,400 kilometers driven. On average, real-world NOx emissions from the
tested vehicles were about seven times higher than the limits set by the Euro 6 standard.
In most cases the exceedances found could not be attributed to “extreme” or “untypical”
driving. Instead, they were due to transient increases in engine load typical of everyday
driving (e.g., going up a slight incline), or to normal regeneration events in the diesel
exhaust aftertreatment systems.
Performance differences among the vehicles tested indicate that the technologies for real-world
clean diesels already exist. Some of the tested vehicles, such as the BMW X5, had average emissions
below Euro 6 emission limits, suggesting that the technologies to achieve that level of performance
are available.

QUESTIONER:
I want to ask a question about SDR valuation. I wonder how far away is it for
the renminbi to be included in the SDR basket? Also, do you worry that the
inclusion of any new currency could bring more volatility in the financial
markets?
THE MANAGING DIRECTOR -
As you know, the review of the special drawing right basket of currencies has
to take place every five years. So, before the end of 2015 we will be presenting
to the Executive Board of the IMF the technical assessment that will have been
concluded by staff and approved by management. The technical work is nearly
completed. They are finalizing their recommendation. I have not seen it myself
yet. But it is certainly going to be in the not too distant future, with as you
know, an implementation effective date that has been approved to be in September,
in order to allow for time, to allow central banks, institutions that rely on
the SDR to actually adjust, including their computer system. http://www.imf.org/external/np/tr/2015/tr100915b.htm
"there were a large number of Koreans and others who were brought against their
will and forced to work under harsh conditions in the 1940s at some of the sites"
The Delegation of Japan delivered the following statement:
“Madame Chairperson,
Thank you for the opportunity to deliver this statement on behalf of the Government
of Japan.
It is quite an honor for the Government of Japan that the “Outstanding Universal
Value” of this property has been duly evaluated and that, with the support of all
Members of the Committee, it has been inscribed on the World Heritage List by a
consensus decision.
The Government of Japan respects the ICOMOS recommendation that was made
from technical and expert perspectives. Especially, in developing the “interpretive
strategy,” Japan will sincerely respond to the recommendation that the strategy
allows “an understanding of the full history of each site.”
More specifically, Japan is prepared to take measures that allow an understanding
that there were a large number of Koreans and others who were brought against their
will and forced to work under harsh conditions in the 1940s at some of the sites, and
that, during World War II, the Government of Japan also implemented its policy of
requisition.
Japan is prepared to incorporate appropriate measures into the interpretive strategy
to remember the victims such as the establishment of information center.
The Government of Japan expresses its deep appreciation to Chairperson Bohmer,
all Members of the World Heritage Committee and everyone involved in the process
for their understanding of the “Outstanding Universal Value” of the property, and for
their kind cooperation towards its inscription.”
The Delegation of the Republic of Korea delivered the following statement:
“Madame Chair,
The Government of the Republic of Korea takes with utmost seriousness the
statement just made by the Government of Japan before this Committee, in which it
stated that “there were a large number of Koreans and others who were brought
against their will and forced to work under harsh conditions in the 1940s at some of
the sites, and that it is prepared to incorporate appropriate measures into the
interpretive strategy to remember the victims such as the establishment of
information center.” The Government of the Republic of Korea has decided to join the
Committee’s consensus decision on this matter, as it has full confidence in the
authority of the Committee and trusts that the Government of Japan will implement in
good faith the measures it has announced before this august body today.
Today’s decision was made possible because not only the Republic of Korea and
Japan, but also all other Members of the Committee, including the Federal Republic
of Germany as the Chair, worked together to uphold the spirit of the World Heritage
Convention that World Heritage is for all the peoples of the world.
The Government of the Republic of Korea would like to draw the Committee’s
attention to Paragraph 6 of the decision which recommends Japan “to consider
inviting ICOMOS to offer advice on the implementation of [its] recommendations.” We
also believe that this Committee will continue to follow up on the Japanese
government’s full implementation of its measures and the recommendations until its
42nd session in 2018 when the Committee is scheduled to examine a progress
report which Japan is requested to submit to the World Heritage Centre by December
1, 2017. Such an all-encompassing process will ensure an understanding of the full
history of each site, as was recommended by ICOMOS and the Committee.
Today’s decision marks another important step toward remembering the pain and
suffering of the victims, healing the painful wounds of history, and reaffirming that the
historical truth of the unfortunate past should also be reflected in an objective
manner.
In closing, I would like to express my deep appreciation to you, Madame Chair, for
your leadership and all Members of the Committee for their cooperation and support.
Thank you very much indeed.”
Is South Korea Now 'Hell Chosun'?
The idea of Korea as “Hell Chosun” captures a creeping sense of futility
among young South Koreans.
By Steven Denney
September 25, 2015
The rising popularity of the “Hell Chosun” Facebook group and the “Hell Korea”
online forum suggest many South Koreans, especially younger people, are growing
increasingly dissatisfied or disillusioned with the state of South Korean society.
“an infernal feudal kingdom stuck in the nineteenth century.”
“[B]eing born in South Korea is tantamount to entering hell, where one is
immediately enslaved by a highly regulated system that dictates an entire course
of life. Onerous education and service in the abusive military are the norm.”
“take refuge in the Fortress of Bureaucrats by taking the civil servant examination.”
“wallow in the Pool of Joblessness”
“become self-employed and eke out a self-sustaining but disreputable bandit-like
existence on the margin of society, or wade through the Forest of Emigration and
leave South Korea altogether, finding freedom”

Remarks by President Obama and President Park of the Republic of Korea in Joint Press Conference
Q
First, I have a question for President Obama. Within the United States, with regard to the Korea-U.S. alliance,
there are some people who are concerned that there are some cracks. What do you see? And in this situation,
President Park has visited the United States. What is the significance of her visit?
PRESIDENT OBAMA:
Actually, I don’t see any cracks in the relationship at all. (略)
So there’s no contradiction between the Republic of Korea having good relations with us, being a central part
of our alliance, and having good a relationship -- good relations with China.
I think as I communicated to President Park, the only thing that we're going to continue to insist on is that
we want China to abide by international norms and rules. And where they fail to do so, we expect the Republic
of Korea to speak out on that, just as we do, because we think that both of our countries have benefitted from
the international norms and rules that have been in place since the end of World War II. And we don't want to
see those rules of the road weakening, or some countries taking advantage because they're larger.
That's not good for anybody -- including South Korea.
Obviously, given the size of China right there on your doorstep, if they're able to act with impunity and ignore
rules whenever they please, that’s not going to be good for you -- whether that’s on economic issues or
security issues.
So, again, I think there we have a shared interest. And my hope is, is that as a consequence of the outreach
that President Park has done, the outreach we do, the interactions that we have with Japan and resolving some of
the historical challenges that exist there, that we can create in Northeast Asia the kind of cooperative,
forward-looking relationship among all countries that will be good for our children and our grandchildren.

China, Britain reach landmark partnership for nuclear power plant
Oct. 21, 2015 at 2:11 PM
In a discussion on Hong Kong, Queen Elizabeth II told Xi that former leader Deng Xiaoping's
"One country, two systems" approach to Hong Kong had the kind of insight that led to Britain's
decision to return Hong Kong to China in 1997, China Youth Daily reported.
The queen's remarks are believed to be an indirect reference to protests in Hong Kong over
increased interference from Beijing. http://www.upi.com/Top_News/World-News/2015/10/21/China-Britain-reach-landmark-partnership-for-nuclear-power-plant/1311445449891/

October 14, 2015 Washington, DC
This year marks the fiftieth anniversary of normalized relations between Japan and the Republic of Korea with the signing
of the Treaty of Basic Relations. Over the past five decades, bilateral relations have far surpassed those of the previous
sixteen centuries in terms of security cooperation, economic interdependence, and intellectual and cultural exchange,
yet the scars of the past continue to challenge efforts toward more fundamental reconciliation and deeper collaboration.
This half-day conference combined a look back with a look ahead, exploring Japan-Korea relations from a security, foreign
policy, and economic perspective and their connection to U.S. policy and strategic interests. What can success?and
shortcomings?over the past fifty years of Japan-Korea relations tell us about how best to navigate the future for the
mutual benefit of all three countries and for the region?

Message 1: from General James Mattis, on the matter of professional reading, 20 November 2003
….The problem with being too busy to read is that you learn by experience (or by your men’s experience), i.e. the hard way.
By reading, you learn through others’ experiences, generally a better way to do business, especially in our line of work
where the consequences of incompetence are so final for young men.
Thanks to my reading, I have never been caught flat-footed by any situation, never at a loss for how any problem has been addressed
(successfully or unsuccessfully) before. It doesn’t give me all the answers, but it lights what is often a dark path ahead.
