In 2013, the ICCT contracted with the Center for Alternative Fuels, Engines and Emissions at
West Virginia University to conduct in-use emissions tests on three light-duty diesel vehicles:
a Volkswagen Jetta, a VW Passat, and a BMW X5. The full results and analysis are available here
(http://www.theicct. org/use-emissions-testing-light-duty-diesel-vehicles-us).
The three test vehicles were certified to US-EPA Tier2-Bin5 and California LEV-II ULEV emissions
limits and were equipped with NOx after-treatment technologies: the Jetta was tested with a lean-
NOx trap (LNT), the Passat with a urea-based selective catalytic reduction (SCR) system, and the
BMW X5 with an SCR system. All three test vehicles were thoroughly checked for possible engine
or after-treatment malfunction codes using an on-board diagnostics (OBD) scanning tool, with none
of them showing any fault code or other anomalies. No reduction in catalytic activity due to aging
was expected, as the total mileage was relatively low (< 15,000 miles) for all test vehicles.
Real-world NOx emissions, as reported by the PEMS, were found to exceed the US-EPA Tier2-Bin5
(at full useful life) standard by a factor of 15 to 35 for the Jetta, and by a factor of 5 to
20 for the Passat, over five pre-defined routes categorized based on their predominant driving
conditions (highway, urban/suburban, and rural-up/downhill). The BMW was generally at or below
the standard and only exceeded the standard during rural uphill operating conditions.
The VW vehicles met the emission standard on FTP-chassis dynamometer tests, which include cold-
start NOx emissions. But the on-road emissions testing was performed with the engine and after-
treatment in warmed-up condition (i.e. warm/hot start), and the VW vehicle emissions were 5 to
35 times the standards during on-road testing, which did not include cold-start NOx emissions.
This inconsistency was a major factor in ICCT's decision to contact CARB and EPA about our test
results.
This project was part of a larger meta-analysis of PEMS data from EU (Euro 6) and US (Tier 2
Bin 5/ULEV II) diesel passenger cars. (For details on this project,

This broader study analyzed the on-road emissions performance of fifteen new diesel passenger
cars, twelve certified to the Euro 6 standard and three to the US Tier 2 Bin 5 standard (which
is more stringent than Euro 6). Emissions were measured over 97 trips, totaling more than 140
hours of operation and 6,400 kilometers driven. On average, real-world NOx emissions from the
tested vehicles were about seven times higher than the limits set by the Euro 6 standard.
In most cases the exceedances found could not be attributed to “extreme” or “untypical”
driving. Instead, they were due to transient increases in engine load typical of everyday
driving (e.g., going up a slight incline), or to normal regeneration events in the diesel
exhaust aftertreatment systems.
Performance differences among the vehicles tested indicate that the technologies for real-world
clean diesels already exist. Some of the tested vehicles, such as the BMW X5, had average emissions
below Euro 6 emission limits, suggesting that the technologies to achieve that level of performance
are available.

inclusion of any new currency could bring more volatility in the financial

As you know, the review of the special drawing right basket of currencies has
to take place every five years. So, before the end of 2015 we will be presenting
to the Executive Board of the IMF the technical assessment that will have been
concluded by staff and approved by management. The technical work is nearly
completed. They are finalizing their recommendation. I have not seen it myself
yet. But it is certainly going to be in the not too distant future, with as you
know, an implementation effective date that has been approved to be in September,
in order to allow for time, to allow central banks, institutions that rely on

Value” of this property has been duly evaluated and that, with the support of all
Members of the Committee, it has been inscribed on the World Heritage List by a
consensus decision.
The Government of Japan respects the ICOMOS recommendation that was made
from technical and expert perspectives. Especially, in developing the “interpretive
strategy,” Japan will sincerely respond to the recommendation that the strategy
allows “an understanding of the full history of each site.”
More specifically, Japan is prepared to take measures that allow an understanding
that there were a large number of Koreans and others who were brought against their
will and forced to work under harsh conditions in the 1940s at some of the sites, and
that, during World War II, the Government of Japan also implemented its policy of
requisition.
Japan is prepared to incorporate appropriate measures into the interpretive strategy
to remember the victims such as the establishment of information center.
The Government of Japan expresses its deep appreciation to Chairperson Bohmer,
all Members of the World Heritage Committee and everyone involved in the process
for their understanding of the “Outstanding Universal Value” of the property, and for
their kind cooperation towards its inscription.”
The Delegation of the Republic of Korea delivered the following statement:

The Government of the Republic of Korea takes with utmost seriousness the
statement just made by the Government of Japan before this Committee, in which it
stated that “there were a large number of Koreans and others who were brought
against their will and forced to work under harsh conditions in the 1940s at some of
the sites, and that it is prepared to incorporate appropriate measures into the
interpretive strategy to remember the victims such as the establishment of
information center.” The Government of the Republic of Korea has decided to join the
Committee’s consensus decision on this matter, as it has full confidence in the
authority of the Committee and trusts that the Government of Japan will implement in
good faith the measures it has announced before this august body today.
Today’s decision was made possible because not only the Republic of Korea and
Japan, but also all other Members of the Committee, including the Federal Republic
of Germany as the Chair, worked together to uphold the spirit of the World Heritage
Convention that World Heritage is for all the peoples of the world.
The Government of the Republic of Korea would like to draw the Committee’s
attention to Paragraph 6 of the decision which recommends Japan “to consider
inviting ICOMOS to offer advice on the implementation of [its] recommendations.” We
also believe that this Committee will continue to follow up on the Japanese
government’s full implementation of its measures and the recommendations until its
42nd session in 2018 when the Committee is scheduled to examine a progress
report which Japan is requested to submit to the World Heritage Centre by December
1, 2017. Such an all-encompassing process will ensure an understanding of the full
history of each site, as was recommended by ICOMOS and the Committee.
Today’s decision marks another important step toward remembering the pain and
suffering of the victims, healing the painful wounds of history, and reaffirming that the
historical truth of the unfortunate past should also be reflected in an objective
manner.
In closing, I would like to express my deep appreciation to you, Madame Chair, for
your leadership and all Members of the Committee for their cooperation and support.

First, I have a question for President Obama. Within the United States, with regard to the Korea-U.S. alliance,
there are some people who are concerned that there are some cracks. What do you see? And in this situation,
President Park has visited the United States. What is the significance of her visit?
PRESIDENT OBAMA:
Actually, I don’t see any cracks in the relationship at all. (略)
So there’s no contradiction between the Republic of Korea having good relations with us, being a central part
of our alliance, and having good a relationship -- good relations with China.
I think as I communicated to President Park, the only thing that we're going to continue to insist on is that
we want China to abide by international norms and rules. And where they fail to do so, we expect the Republic
of Korea to speak out on that, just as we do, because we think that both of our countries have benefitted from
the international norms and rules that have been in place since the end of World War II. And we don't want to
see those rules of the road weakening, or some countries taking advantage because they're larger.
That's not good for anybody -- including South Korea.
Obviously, given the size of China right there on your doorstep, if they're able to act with impunity and ignore
rules whenever they please, that’s not going to be good for you -- whether that’s on economic issues or
security issues.
So, again, I think there we have a shared interest. And my hope is, is that as a consequence of the outreach
that President Park has done, the outreach we do, the interactions that we have with Japan and resolving some of
the historical challenges that exist there, that we can create in Northeast Asia the kind of cooperative,
forward-looking relationship among all countries that will be good for our children and our grandchildren.
