動名詞か現在分詞かということについては『ランダムハウス英語辞典』の説明が明解です。例えば dancing girl。両方あって、前にアクセントなら動名詞で「職業的ダンサー、踊り子、特にアジア諸国の舞姫」の意；後にアクセントなら現在分詞で「踊っている女」の意。dancing master 男性ダンス教師、dancing mistress 女性ダンス教師、dancing school ダンス学校（すべて前にアクセント）と並べてみると、動名詞の場合、「前から限定」修飾する形容詞的用法というよりは、名詞を並べた複合名詞の一部とみなせるのではないでしょうか。「旅行用のカバン」でない「旅行カバン」という感じです。現在分詞の場合、「前から限定」修飾ですが、文脈によってはあるのではないでしょうか。例えば、 I met those girls yesterday, some dancing, the others chatting. One of the dancing girls told me that ... などはいかがでしょう？
