再度、追試結果大変ありがとうございます。手元でも試してみました。
現状、うまく動作しない原因が、キーボードにあるのか、設定ファイルにあるのか
のどかにあるのか切り分け出来ていませんが、下記を御参考にしてみてください。

まず設定ファイルは、下記を使いました。

最初に、メモ帳の上で、設定ファイルで定義したA-Rightを押して実行された&DescribeBindingsの結果です。

手元では、ブラウザキーは無いので、物理的にはAltキーと左カーソルキーを使いましたが
例えば、IE上でページスクロールが必要なページを表示している際、PageUpが機能したことを確認しました。
