Egyptians headed to polling stations on Tuesday and Wednesday to vote on a newly-amended national charter, which improves upon the 2012 version that was frozen upon the ouster of Islamist president Mohamed Morsi.
As expected, vote counting began right after the end of polling at 9pm CMT on Wednesday. It is widely assumed that the "yes" vote in favour of the constitution will comprise the majority of ballots, given that most of the groups which objected to the referendum, such as the Muslim Brotherhood, announced a boycott and abstained from voting.
A festive atmosphere reigned at most polling stations across the country over the two-day referendum, with voters chanting both for the draft constitution and popular army chief Abdel-Fattah El-Sisi.
Below is a list of the governorates that voted in the referendum. Results are expected to unfold in the coming hours.

The Supreme Electoral Committee (SEC) announced Saturday that the newly drafted national charter was approved by 98.1 percent of voters.
SEC head Nabil Salib says 38.6 percent (20,613,677) of registered voters cast ballots in last week's referendum on the draft constitution, surpassing the 32% turnout of 2012 constitutional referendum.
The number of 'yes' voters according to Salib was 19,985,389.
More than 53,423,485 Egyptians were registered to vote in the constitution referendum that took place on 14 and 15 January, according to the SEC.
Presidential advisor for constitutional affairs Ali Saleh said shortly after the results were announced that the newly-approved charter was put in effect immediately.
The two-day vote also included clashes that led to the killing of at least nine people as security forces and supporters of the Muslim Brotherhood faced-off in several governorates.
The newly-approved constitution replaces the one drafted in 2012 by an Islamist-dominated constituent assembly.
According to the post-June 30 political roadmap, the referendum will be followed by parliamentary and presidential elections within the next six months.
The spokesman for interim President Adly Mansour, Ahmed el-Muslimany, said Mansour has not yet decided whether presidential or parliamentary elections will take place first.
Mansour will address the nation on Sunday regarding the referendum.

Official death toll from H1N1 virus rises to 38 but doctors suspect the real number could be higher

Thirty-eight people have died from the H1N1 virus in Egypt since December, the health ministry announced on Sunday.
Health ministry spokesperson Dr Ahmed Kamel said 318 people had been diagnosed with the virus, commonly known as swine flu, in the same period.
Last week the ministry announced 195 cases and 24 deaths.
Eighty percent of those who died were suffering from one or more pre-existing risk factors, the ministry added.
Kamel said a sample is taken from suspected cases and sent to health ministry laboratories and the World Health Organisation (WHO) for analysis.
The health ministry will be issuing statements on the situation each Saturday and Tuesday.
Since December 2013 there have been 339,483 cases of influenza and 1,376 cases of respiratory diseases in Egypt, according to the ministry.
The death of four doctors over the past month--including at least two from respiratory illnesses--and the infection of two others with similar symptoms, has alarmed the doctors syndicate.
It asked the ministry to form an independent fact-finding committee to determine whether the cause was swine flu, a mutated version of the disease, or another virus.
The ministry said the four doctors who died did not have the H1N1 virus, but the two others did.
Most of the deaths have been of people in vulnerable groups: the elderly, pregnant women, or those with pre-existing immune or respiratory diseases.
Doctors have accused the health ministry of denying the scale of the problem for too long and of failing to implement a proper screening process, which brings its figures into doubt.
The ministry says those with various risk factors: the elderly, pregnant women , or those with immune or respiratory diseases must take care and should visit a doctor if they have a high fever, sore throat and cough for more than 48 hours.
Swine flu is a relatively new strain of influenza that was responsible for a flu pandemic during 2009-2010.

Heavy rain overnight has caused schools and roads to be closed across Egypt.
Storm conditions, which began in the south on Saturday, reached Cairo and Giza on Sunday night.
At least 16 people have been killed across Egypt over the past 48 hours due to heavy rain and storms.
Meteorological authority chief Ahmed Hussein said the weather would remain unstable until Thursday.
Sand and rain storms are expected to hit the Red Sea and Mediterranean coasts on Wednesday, he predicted. Visibility could be difficult and some ports might be closed.
Flooded streets added to traffic congestion in parts of the capital on Monday morning.
A rock fell from Moqattam hill early Monday, blocking traffic for several hours, state-owned Radio Misr reported.
The Hurghada-Cairo and Qusayr highways were closed due to the bad weather, the interior ministry said.
Some schools in the Red Sea governorate were closed on Monday due to heavy rain, especially in Hurghada.
The international arrivals hall at Hurghada airport was damaged by rain on Sunday, forcing passengers to be moved to the domestic travel terminal.
In South Sinai, Nuweiba suffered a complete blackout when electricity was cut to prevent a short circuit.
In Upper Egypt, Assiut governor Ibrahim Hamad announced the closure for two days of thirty schools in areas hit by storms.
In the Nile Delta, villages and cities in Kafr El-Sheikh governorate suffered heavy rain for almost three hours on Sunday. The ports of Rashid and El-Bourlos were closed as a result. Fishing activities were also halted in the Mediterranean Sea, Rashid and El-Bourlos lake.
Electricity was cut off in hundreds of villages in Kafr El-Sheikh.

Egypt's tourism ministry announced on Monday that it was investigating the alleged rape of a British holidaymaker in the Sinai resort town of Sharm El-Sheikh.
“We are following the case with the British embassy and local tourism police, and the case is currently under investigation,” tourism ministry spokesperson Rasha El-Azazy told Ahram Online.
A severe punishment will be imposed if the ministry confirms the crime's circumstances, El-Azazy added.
The victim, a businesswoman in her 40s, says she was raped by a security guard at a five-star hotel in the Red Sea resort town, the Daily Mail reported on Sunday.
The guard was escorting the woman back to the hotel when he allegedly pulled her into her bedroom and subjected her to the brutal assault, according to the Daily Mail.
The woman has since left Egypt.
The UK's Foreign and Commonwealth Office says reports of sexual assault against British nationals in Egypt have increased since the January 2011 uprising. In 2012, the office handled 23 cases of sexual assault and six cases of rape.
In May 2013, Egypt's tourism minister Hisham Zaazou told Ahram Online that hotels would be closed if staff were found to have sexually harassed tourists, arguing that the behaviour would have a negative impact on the country's reputation.
The tourism ministry has recorded 150 cases of sexual harassment against tourists over the last two years. There have also been three recorded rapes.

Egyptian pound strengthens slightly at central bank dollar sale

Egypt's pound strengthened marginally against the dollar at a central bank dollar sale on Monday after weakening at the previous two sessions, and also firmed slightly on the black market.
The central bank sold $38.3 million to banks with a cut-off price of 6.9575 pounds, compared with Thursday's 6.9576 pounds.
Dollar shortages have been fuelling a thriving black market. A trader on the parallel market said the dollar traded at 7.39 pounds on Monday, up slightly from Sunday's rate of 7.40. The dollar traded at 7.42 pounds on the black market on Thursday.
The pound has been under pressure during three years of political turmoil. Egypt's foreign currency reserves stood at about $17.3 billion pounds in February, down from $36 billion before the uprising that led to the toppling of President Hosni Mubarak's in 2011.
The central bank introduced dollar currency sales more than a year ago. In January, it held a $1.5 billion exceptional auction, its largest, to restock the market with dollars and curb unofficial currency trading.

Sadat metro station in Tahrir Square to reopen for connecting passengers -- but not access to the square -- after being closed since August for security reasons

Cairo's central metro station Sadat, which lies under Tahrir Square, will finally start operating after months of closure – but only to allow for the transit between two underground subway lines.
The doors of the station will remain closed, preventing any exit to Tahrir.
The head of the state-run company that manages the metro, Ali Fadaly, told state news agency MENA that the reopening of Sadat would help reduce congestion at Shohadaa station, one stop away to the north by Ramses Square and, until Sadat starts working again, the only other station where passengers can change between the first and second metro lines.
Fadaly said Sadat's operation will start within 20 days time.
The Sadat station was closed following the bloody dispersal of a sit-in supporting ousted Islamist president Mohamed Morsi by security forces in August, amid nationwide protests and violence by Morsi supporters.
Officials said the station was closed due to "security reasons," possibly to stave off pro-Morsi protesters from reaching Tahrir Square.
Approximately 3 million Egyptians use the metro for transportation on a daily basis, according to Egypt's State Information Service (SIS).

Visa fees for tourists coming to Egypt will increase starting May to reach $20 instead of $15.
According to Hesham Zazou, tourism minister, the increase is slight and is not expected to affect the flow of tourists to the country.
The decision to increase the cost of a tourist visa to Egypt was previously postponed several times. The decision was initially meant to be implemented in November 2013. It was then postponed to February 2014, and finally to 1 May.
According to the tourism ministry, Egypt’s visa is still amongst the cheapest worldwide.
The number of tourists visiting Egypt in the first two months of 2014 dropped 28 percent to 1.3 million in comparison to January and February 2013.
As the security situation in South Sinai has deteriorated under a growing militant insurgency, Germany issued a warning against travel to the peninsula.
Egypt’s revenues from tourism, a key source of foreign currency, dropped drastically after the 2011 revolution amid subsequent political instability and violence.

The second phase of Cairo’s underground third line will be opened in few days after the Egyptian transportation minister confirmed that the new trains are ready to carry passengers, state’s Al-Ahram daily newspaper reported on Tuesday.
The new phase –around 7.7 kilometers long –contains four tunnel stations (Cairo’s exhibition, Stadium, Koleyet Al-Banat and Al-Ahram) and will link between Abbasiya and the northeastern suburb of Heliopolis.
According to the transportation minister, Ibrahim El-Demery, the new route –which was due to be completed in 2013 –will be operated through seven air-conditioned and Egypt-manufactured trains.
He added that the whole phase is worth LE4.3 billion and will transport around 600,000 passengers per day along with the first phase, which links two of Cairo busiest squares: Atatba, just south of downtown, and Abbasiya, several kilometres to the northeast.
A total of 124 employees of the Egyptian Co. for Metro Management & Operation have been assigned to provide the second phase’s services that reportedly will be opened 5th May in a celebration attended by Egypt’s president and prime minister.
In September 2012, Egypt’s government agreed 940 million euros ($1.2bn) worth of loans with the French Development Agency and the European Investment Bank to help fund an extension to Cairo's third Metro line (The third phase).
The European Investment Back (EIB) has, meanwhile, contributed 600 million euros ($779.4 million) to be repaid over 25 years within the same grace period.
When complete, Cairo's third metro line will stretch 43.5 kilometres from Cairo airport to Imbaba in Giza. The third phase of the line will be 18 km in length and include 15 stations, according to the ministry statement. A fourth line is due to be completed by 2019.
Tourists travelling on a bus between Hurghada and Safaga have been seriously injured in a traffic accident

Ten Russian tourists have been injured in a bus accident on the road between Hurghada and Safaga on the Red Sea cost, Al-Ahram Arabic news website reported.
The injured tourists were transferred to Hurghada hospital suffering from serious injuries.
Egypt leads the Middle East when it comes to road accidents and related deaths. With an average of 12,000 people killed annually according to the World Health Organisation (WHO), road accidents are one of the main causes of death in Egypt.
At a conference in Moscow last month, Tourism Minister Hisham Zaazou said he expected the number of Russian tourists visiting Egypt to reach 3 million by the end of 2014.
Around 2.4 million Russian tourists visited Egypt in 2013.

A long-anticipated new metro line linking Cairo's Abbasiya and the northeastern suburb of Heliopolis -- the second phase of Cairo's third underground line -- was inaugurated on Wednesday morning in a ceremony attended by Egypt's interim President Adly Mansour.
The new phase, which was due for completion in 2013, contains four tunnel stations: Exhibition Grounds, Cairo Stadium, Kolleyet Al-Banat and Al-Ahram.
According to Transport Minister Ibrahim El-Demery, who was present at the inauguration along with Prime Minister Ibrahim Mahlab, the new route is 7.7 kilometres long and will be operated through seven air-conditioned and Egypt-manufactured trains.

The change will be lifted during the month of Ramadan, when Muslims fast from sunrise to sunset, which falls this year in late June.
The Egyptian cabinet's spokesperson Hossam El-Qweish said earlier in May that Egypt was to re-apply daylight saving time starting this month, after a three-year hiatus.
In April 2011, the cabinet headed by then-prime minister Essam Sharaf endorsed a decree cancelling daylight saving time.
Daylight saving time was first adopted in Egypt in 1988 as a way to reduce electricity consumption. The electricity and energy ministry later submitted a study to the cabinet revealing that the change had no impact in this regard.

No train fines applied Tuesday, citizens encouraged to vote: Transportation minister
Citizens who failed to obtain a train ticket on Tuesday would not be fined, Minister of Transportation Ibrahim El-Demeiry announced. The minister pointed out that this came as part of the ministry’s goal to facilitate the process of reaching polling stations for citizens.
The presidential elections took place on Monday 26 May and Tuesday 27 May.
Social networking websites Tuesday had sparked claims that metro and train tickets would be free. However, an official source from the Ministry of Transportation denied these rumours.
Social media websites have also criticised what they have called a low turnout of voters, which they said has been “dominated by older Egyptians” rather than youth.
Late Monday, Prime Minister Ibrahim Mehleb announced that the second voting day of the presidential elections will be a national day-off.
Some governmental affiliated entities have encouraged citizens to head to the voting stations such as the Federation of Egyptian Industries and the Alexandrian Chamber of Commerce.
The economic team of the cabinet headed to their voting stations on both election days including Minister of Petroleum Sherif Ismail, Minister of Foreign Trade, Industry and Investment Mounir Fakhry Abdel Nour, Minister of Transportation Ibrahim El-Demeiry and Minister of Supply and Internal Trade Khaled Hanafy.
Minister of Finance Hany Kadry Dimian stressed that the voting is an “imperative duty on every citizens towards a great nation [Egypt]”.
Minister of Tourism Hisham Zaazou said that the presidential elections would help improve the image of Egypt abroad and urged citizens to vote.
Meanwhile, Hossam El-Shaer, the chairman of the tourism companies’ chamber, has provided buses to transport employees who work in the hotels and tourism institutions in Sharm- El-Sheikh and Hurghada to polling stations. The chairman of the hotels’ chamber contacted hotel managers asking them to provide buses for employees.
Coinciding with the first day of presidential elections, the Ministry of Finance referred the state’s general budget to the presidency for approval on Monday.

Egypt's Presidential Elections Commission (PEC) has declared former military chief Abdel-Fattah El-Sisi Egypt's new president, confirming that he won 23.78 million votes (96.91 percent) in the 26-28 May election.
El-Sisi's sole contender, leftist Hamdeen Sabahi, took a modest 757,511 of the votes (3.9 percent).
According to Judge Anwar El-Assi, 25,578,233 voted in the elections, a turnout of 47.5 percent. Spoilt votes exceeded the votes for Sabahi, with 1,040,608 invalidated ballots.
The official results announced by the PEC cannot be appealed, as per the presidential election law issued by interim President Adly Mansour on 8 March.
The election was scheduled to take place over a period of two days, but the PEC made a last minute decision to extend voting by an additional day, attributing its decision as a response to calls by "large swaths of the people".
The decision was appealed by both candidates, but the appeals were turned down by the PEC.
El-Assi said during Tuesday's press conference that the voting was at its peak during the night and morning, with 10 percent of those who voted coming on the third day.
The number of polling stations was 13,899, said El-Assi, who added that the increase in the number of stations – up from 13,099 – contributed towards increasing the turnout and making the voting process smooth.
Sabahi filed another complaint – also turned down by the PEC – over allegations that El-Sisi campaigners were present inside and outside of polling centres.
The complaints didn't influence the results of the poll, the PEC said.
Egyptian expats voted abroad from 15 to 19 May in 141 polling stations in Egyptian consulates and embassies worldwide.
The PEC announced earlier that out of 318,033 Egyptians who voted abroad, El-Sisi won 296,628 (94.5 percent) of the votes, while Sabahi got 17,207 (5.5 percent). Invalid votes totalled 4,198.
Foreign observers
This was the first foreign-monitored election in Egypt's history. The European Union had 150 monitors across Egypt, which the EU said maintained their impartiality, neither legitimising the Egyptian electoral process nor validating the election results. The African Union and the Arab League also observed the election.
The EU's Election Observation Mission (EOM) released a preliminary statement on Thursday after voting commenced, stating that "the Presidential Elections Commission (PEC) administered the election professionally and overall in line with the law."
However, a later statement from the EU mission detailed several violations, notably biased coverage in favour of El-Sisi in private media outlets, campaign spending for El-Sisi that surpassed the PEC's stipulated limits and an atmosphere of stifled dissent.
The presidential election is the second milestone in a transitional road map announced by the army following the ouster of Mohamed Morsi last July. The third and final step of the road map will be parliamentary elections, expected to take place by the end of the summer.

Tourists returning home after a trip in Egypt will now be required to pay a $25 at Cairo International Airport, a tourism ministry official told Ahram Online.
Both Egyptians and foreigners will pay $4 as they leave Cairo on domestic flights.
The decision was issued by the country's aviation ministry, the source said. Accordingly, the exit fee is in payment for services provided to foreign travellers in the capital's airfield.
Some tourism officials have reacted strongly to the decision.
"The decision is unacceptable, particularly with an ailing tourism sector that seeks recovery," Adel Abdel-Razek, a member of Egypt's tourism chambers federation, told Ahram Online.
Egypt's tourism sector, which represents 11 percent of the country’s gross domestic product, has seen several blows since the 2011 January uprising.
However, Adel Zaki, an owner of a travel agency in Egypt, said he agreed with the decision.
"It's time for Egypt to get an appropriate return from visitors, but I think delaying it to be implemented in October will be better," Zaki said.
Visa fees for tourists coming to Egypt were increased last May to $20 – instead of $15.
According to Tourism Minister Hisham Zaazou, the visa increase is slight and is not expected to affect the flow of tourists to the country as it is still amongst the cheapest worldwide.
The total number of tourists visiting Egypt in the first four months of 2014 reached 2.8 million, a 2.75 percent decline from the same period last year, according to official figures.

This year's World Cup matches in Brazil should be shown on Egyptian national television, thanks to a hopeful agreement with Qatari channel beIN Sports, which has exclusive broadcasting rights of the games in the Middle East, says the Egyptian Football Asssociation (EFA).
"We expect the broadcasting deal for the 2014 World Cup games on Egypt's national TV to be reached soon," EFA spokesman Azmi Megahed told Ahram Online on Thursday.
"Broadcasting the games will be a present from President Abdel-Fattah El-Sisi for the Egyptian people," he added.
Egypt's former military chief El-Sisi was sworn as in as president this week and has since vowed to lead the country through important changes.
Egypt has not yet reached an agreement with the Qatari channel over the broadcasting rights, but the EFA spokesman believes talks between Egyptian national TV and officials from the Qatari channel are still ongoing – even though nothing has been determined yet.
beIN Sports, a global network of sports channels jointly owned and operated by Qatari Sports Investments, has reportedly given Algeria, Lebanon, Syria and Mauritania exclusive rights to air World Cup matches.
The World Cup is an important event for Egyptian football fans, despite their national team not making the tournament after losing to Ghana in the final qualifiers.
