新スエズ運河開通式典に先立ち,5日午後,薗浦政務官は,エルシーシ大統領(H.E.Mr.Abdel-Fattah El-Sisi, President of the Arab Republic of Egypt)に表敬し,総理親書を手交しました。
薗浦政務官は,新スエズ運河開通という大事業を,約1年という驚くべき速さで成し遂げられたエルシーシ大統領の指導力とエジプト政府及び国民に対し敬意と祝意を表しました。また,エジプトでの一連のテロ事件を断固非難し,エジプト政府と国民への連帯を表しました。
更に,エルシーシ大統領の訪日が近く実現し,日エジプト関係が非常に良好で,今後さらに強化されていくというメッセージを世界に向けて発信したい,政治・安全保障面での対話の強化,人造りと教育及び若者対策,経済・社会の発展のための協力の3つの柱を基礎に,二国間関係を進展させていきたいと発言しました。
これに対し,エルシーシ大統領は,今回の式典への日本からの特使の訪問の重要性を強調し,日々強化されている良好な日エジプト関係への満足の意を表しました。また,エジプト政府の取り組みに対する日本政府の立場に謝意を表明するとともに,教育,道徳をはじめ様々な分野において,日本のことを頼りにしていると述べました。
また,日本からの投資が増えること,日本からの観光客が今後増加していくことを期待していると発言がありました。

I have a keychain of the fantastical creature Totoro, the giant rabbit-mouse-like creature that is the emblem of Japan’s Studio Ghibli.
Having Totoro in my bag all day is a constant reminder of what the animated film My Neighbour Totoro represents to me; being in touch with my childhood self. It is also a reminder of what is really important in life; family.
My Neighbour Totoro is by far one of my favourite movies of all time, even if artistically and even plot-wise it is not the best Ghibli film.
The first time I saw My Neighbour Totoro I thought it was a sweet movie and I liked the character of Totoro, and that was all. It was the second time I watched it that it dawned on me how profound and insightful it is. I simply fell in love with it.
Japanese animation
It was indeed a very pleasant surprise to see that Ghibli’s films are screening in the Cairo International Film Festival. However, as the section is titled Spotlight on Japanese Animated Movies, one has to wonder why only Ghibli films are shown.
Ghibli and its founder Hayao Miyazaki are somewhat well-known in Egypt as the films Spirited Away and Howl’s Moving Castle have been shown often on Showtime cable, so showing films that are not so well-known here could have been an interesting addition. However, there is much more to Japanese animation than the films of Studio Ghibli.
Makoto Shinkai, for instance, is a great animator, and his film 5 Cm Per Second is one of the most emotional and poetic animated films I have seen.
Films by Satoshi Kon are also very distinctive and mind-bending. In Paprika, he explores the world of dreams from an incredibly unique perspective.
Wolf Children by Mamoru Hosoda, a film which revolves around a mother raising her two half-human, half-wolf kids and the obstacles they face, is also one of the best animated films I have seen in recent years.
Of course, it is often not easy to obtain films for screenings, but since the section at the film festival was called Spotlight on Japanese Animated Film, I was expecting to see a larger variety of genres and animators.

Egypt's President Abdel-Fattah El-Sisi aims to send 100,000 Egyptian students to study in Japan, he told Japanese news outlet The Asahi Shimbun.
The interview was conducted last week in Cairo but published on Saturday.
El-Sisi said that he hopes Egypt could benefit from cooperation with Japan in education, saying that Tokyo's educational system "stresses discipline."
During his trip to Japan, where he is expected to arrive later on Sunday following a two-day visit to Kazakhstan, El-Sisi is set to meet with senior officials including Prime Minister Shinzo Abe and Emperor Akihito.
Egypt's president will also meet the head of the Japan International Cooperation Agency, Tokyo's governor, and will give a speech in front of the Japanese parliament on Monday.
"Gravest danger for all humanity"
During his interview with The Asahi Shimbun, El-Sisi said the US-led international coalition against IS group in Syria and Iraq "has been ongoing for more than one year, but [IS group] activities has not declined."
He described the spread of terrorist groups such as the IS group as the "gravest danger for all humanity."
Egypt supports the US-led coalition against the IS group but has not taken part in its military operations.
Some of Egypt's regional allies, including Saudi Arabia, United Arab Emirates and Jordan are part of the US-led coalition.
On the Libya crisis, the president said "If Libya collapses it could act as a springboard for terrorism to expand to neighbouring countries such as Tunisia, Algeria, Egypt and even outside to Europe."
"Our strategy is to protect our own soil - we will continue our fight against terrorism and will not interfere in the internal affairs of any other states," El-Sisi added, ruling out any Egyptian military intervention in Libya.
More than years after the fall of Libyan president Muammar Gaddafi, Libya is deeply fractured, with a self-declared government in Tripoli and an internationally recognised government in the east – each backed by coalitions of former rebels and militias.
Egypt will sign three concessional loan agreements with Japan and one with South Korea worth a total of $575 million to finance projects in energy and transportation, an official source familiar with the matter told Ahram Online on Sunday.
The signing of the financial deals comes as part of Egyptian President Abdel-Fattah El-Sisi’s third tour to Asia, which started on Friday.
The loans will be at interest rates of less than one percent, to be repaid over a period of 50 years, including a 10-year grace period.
Japan's lending package includes a $155 million loan to expand Egypt's Borg Al-Arab airport, located about 50km southwest of Alexandria, said an official from Egypt’s International Cooperation Ministry on condition of anonymity.
The package will also include $305 million to boost the capacity of three state-owned electricity distribution companies and for the construction of a 20-MW photovoltaic station in the coastal city of Hurghada on the Red Sea.
“Egypt will also negotiate with Japan preliminary financial pledges of $482 million for the ongoing construction of the Grand Egyptian Museum in Giza and $335 million for power generation projects,” said the source.
Seoul will witness the signing of the first South Korean loan to Egypt during El-Sisi's visit, worth $115 million to finance an upgrade of the railway signalling system between the Qena and Luxor governorates in Upper Egypt.

The government of Japan will issue annual scholarships for 2,500 Egyptian students and interns for five years in order to develop Egyptian human resources and enhance their skills, Egypt's presidency said in a statement on Monday amid an ongoing visit by President Abdel-Fattah El-Sisi to Tokyo.
