仲裁についてです
salary arbitration may occur if a player and cannot agree on a contract , provided the player has enough major league service time.
選手がMLBの定めるルールを満たしている場合、球団の年俸に不満があると年俸仲裁を行うことが出来ます

仲裁の仕組み
the player and the club each have to submit a salary figure to a panel consisting of three professional arbitrators. the arbitration hearings are conducted in early february.
-a player DFA who clears waivers, and is not traded, may be released.
トレードはされなくても放出されることがあります
-a club wishing to send a player DFA to the minor leagues must first place him on irrevocable outright waivers, making available to the other 29 clubs in reverse order of won-lost record.
-if the player is not claimed (clears waivers), the club may assign him outright to the minor leagues, but hi not must continue to be paid according to the terms of his contract.
after completion of the world series, a player is considered a qualified free agent if he has 6+ years of service time and spent the entire season with the same club.

qualifying offer
新制度
in order to receive draft compensation for losing a qualified free agent, his former club must tender him a qualifying offer by the 5th day after the world series. a qualifying offer is 1year at the average salary of the 125 highest paid players.
once a player receives a qualifying offer, he has until 7 days after the end of the 5 day exclusive negotiation period to accept the offer. if he accepts, that then becomes his contract for the following season. if he doesn't accept the offer, he then becomes a free agent and can openly negotiate with any team.
in tendering a contract to a player (or renewing the contract of a player not yet arbitration eligible), a club's salary offer cannot be less than 80% of the player's salary from the previous year.
a player is considered a rookie unless, during a previous season or seasons, he has had more than 130 at-bats or 50 innings pitched in the major leagues.
