There are so many other success factors… intrinsic motivation, lack of bureaucracy, lack of logistical overhead… so leaving legacy behind is just one possible part. And companies (like Google) sometimes build their own tools because its so much cooler to reinvent the wheel when you can ? and yet companies (like Google) still have attrition even with their incentives (like Google days, on-site restaurants, etc.)
