Legal opinion is that if the AEC wanted to change this layout, a change in legislation is required. Unless the government wants to put through a quick amendment to the Electoral Act before the WA Senate re-election is held, it seems certain that the AEC will need to unpack the magnifying sheets used in some states last September.
