Text To Speech API は、COM経由で呼び出すから、Windows対応のコンパイラなら
どれでもいけるはず。libファイル(こいつがコンパイラ依存)は、TTSインターフェース
のGUIDが入ってるだけだから明示的にGUIDを定義すれば、大丈夫。
API自体は、比較的シンプルなので、COMの理解があればそれほど面倒じゃない。
ちなみに、一番難しいのは、作ることじゃなくて、配布すること。MSから配布されている
MS Speech APIのライブラリは、Microsoft Installer のマージモジュール形式なので
Visual Studio Installerや、Install Shield等が無いと手がでません(´・ω・`)
