Although the city has about $5 million available from last year's price range surplus, Budget Director Mark Ianello instructed the town Council last evening that tapping it to keep the firefighters over the payroll might be "problematic" merely because he claimed the surplus needs to be made use of only for onetime capital needs, not for ongoing running charges.
