練習問題でリンクする、この問題の答えと解説が間違っていると思いますので確認をお願いいたします。

心配になったので根拠を書きます。
現場の判断に任せるのが最適などという答えはないと思います。
基幹となるシステムなので二つの経路で一つがダウンしてももう一つで必要最低限の機能は維持するなどの考え方となる（エ）が正解と思われます
