バッファの確保でエラーが出たみたいです。
これはWin9x系をお使いの方でよく出ると思います。はっきり言ってOSの限界です。
一応、裏技的手法である程度は回避できると思いますが、
製作者様（47氏）がWinNT系を推奨されていますので、
素直にWinNT系をお使いください。

How to Download
Create a folder by right-clicking on the desktop, click New, and then click Folder. Type a name for the folder.
Click the Download Now button at the top or bottom of this page. In the File download dialog box that appears on your screen, click Save Program to Disk.
In the Save As dialog box, choose to save the file in the folder you just created, then click Save.
Open the folder and double-click the downloaded file. This may create several new files in your folder. Among these, look for "Read Me" or "INF" files.
The "Read Me" file will contain any additional download information you need to know. To install the file, right click the .INF file and click Install.

MP3ファイルの音量調整（ノーマライズ）するソフトです。使い方は、さくっと登録して「Track Gain」ボタンをおもむろに押すだけです（興奮しながら押してもかまいません）。再エンコード（ここではMP3→WAVE→MP3とすること）をしないでノーマライズしてるらしいので音質の劣化はないそうです。公式サイトに"completely lossless"とか書いてあるんで多分大丈夫でしょう。調整したMP3を聞いてみましたが普通に問題なくきれいに聞こえました。ノーマライズの方法は、すべての曲を一定のボリュームにあわせる「Track Gain」と静かな曲・うるさい曲などの音量差を考慮した「Album Gain」の二つが用意されています。 Album Gainはその名の通りアルバムのノーマライズに適してます。
オーディオCDをもりもりMP3にして溜め込んでいくとなぜかは知りませんが、小鳥がさえずるがごとく小さい音量の物や、すっごい音で寿命を確実に13秒ほど縮めてくれる物なんかが混入することはよくあることです。そんなイレギュラーなMP3ファイルの存在は精神衛生上よろしくありません、MP3Gainで即刻調整してください、今すぐ。また、好きな曲ばかり集めたMy Best Music CD ~The Legend~を作る時なんかにノーマライズしてから焼くと良いと思います。そうそう、「Track Gain」ボタンは明日への希望に燃えて押してもかまいません。
