I read in a grammar book that Americans use the present perfect less frequently than the British; they use the past simple where the British use the present perfect.
It seems like Americans use the present perfect where the British use the past simple, which is totally new to me.
I guess they are talking about a number of times, not just once. With simple past it could be only once, right? With present perfect, it should be a number of times.

In the first, fifth and seventh lines, he used the present perfect.
"I have met them at close of day"
"I have passed with a nod of the head "

I have always thought it should be the past simple instead of the present perfect grammartically
because his friends, those who played key roles in the uprising, were dead (or were going to be excuted soon) when this poem was written.
I thought Yeats had bent grammar for a poetic effect but now I know this usage is grammarical.
Here he is describing repeated actions up until now, which makes perfect sense.

4-c) Whenever I study English, it's always been at home, but I'll try something new tomorrow.
The reason why you consider the above two as problematic is that the present perfect tense in “it's usually been at home” implies repeated actions in the past, but doesn’t fit the present tense in the adverbial clause “When I study English”? Then, you think 2) best describes the situation?
If so, what do you think the difference between these two is?
