Do they always select best one among the result that sent to CIC, or just
take latest one?
I really not sure how they pick up the candidates. However, if you have the LMIA (Job Offer), it is no doubt you will be selected under the new system.

You are taking IELTS so often, but I was't sure that CIC will
adopt the best score among them or not.

the British Council to send the result to CIC by mentioning it's for immigration
when I apply.
No, it is not. Usually they send the result to you home. If you want the result as soon as possible, you can go and pick up it in the test center before they send it to you home address.
Are you going apply the PR until this year under the Federal workers?
