I think just "He and I had a dialogue on buddhism..." is good.

これは恐らくcaucusにかかっている句で、「選挙の敗退で弱体化している」caucusを、fractureしてしまうおそれがある、という感じじゃないですかね。

主語が、「決定」で、「The speaker's decision to run for minority leader」でひとまとめですね。
要は、「Speakerが、minority　leaderに立候補するという決定は」という感じ。
アメリカ議会の役職には詳しくないので、「院内総務」あたりをWIKIなどで調べてみてください。

で、その決定は、「threatened to」、つまり、おそれがある。意訳すると、「～に陥りそうな気配である」みたいな感じですね。

で、どんな悪いことになりそうか、というのがtoのあとで、「to fracture a Democratic caucus reeling from election defeat.」
となるのかと。

ナンシー・ペロシについてもWIKIに載ってましたよ！
アメリカの議会の仕組みは私はよく知らないので、苦手な分野ですね(笑)

I just wanted to say that if you use Skype you can make friends abroad and chat in English.
This is the cheapest way as though you are in "Ryugaku"!

簡単ではないのですが、丁寧かつ精緻で、「そこまでやるか」という程、英文構造を教えてくれます。
これをいっぺんやり通すと、かなり読解力が違ってくるかと。

あと、メルマガなんですが、ニュース英語を日本語訳付きで配信してくれるメルマガがいくらでもあると思うので、そういうのを中心にやったらいかがでせう。
