Executive Order: Continuing Certain Restrictions with Respect to North Korea and North Korean Nationals

I, GEORGE W. BUSH, President of the United States of America, find that the current existence and
risk of the proliferation of weapons-usable fissile material on the Korean Peninsula constitute
an unusual and extraordinary threat to the national security and foreign policy of the United States,
and I hereby declare a national emergency to deal with that threat.

TBILISI, Georgia: A parliamentary hearing on the origins of the war between Georgia and Russia in August
ended in tumult after a former Georgian diplomat testified that the Georgian authorities were responsible
for starting the conflict.
Erosi Kitsmarishvili, Tbilisi's former ambassador to Moscow, testified Tuesday for three hours before he was
shouted down by members of Parliament.

A former confidant of President Mikheil Saakashvili, Kitsmarishvili said Georgian officials had told him in April
that they planned to start a war in Abkhazia, one of two breakaway regions at issue in the war, and had
received a green light from the U.S. government to do so. He said the Georgian government later decided to
start the war in South Ossetia, the other region, and continue into Abkhazia.

“The two officers have now been thrown into jail and we have received reports indicating
that they have been mistreated. Some of these mistreatments include: public humiliation
after the sentence; being confined to a small, filthy cell without proper heating and proper
facilities; being refused proper visiting time; and being forced to accept a feeding regime
that is against their philosophical or religious beliefs. These are direct breaches of their
Human Rights.

Railing against the wrong enemy
Mr Hatoyama railed against American-led “market fundamentalism” that, he said, the LDP had embraced
since Mr Koizumi’s leadership. But his alternative is a mushy-sounding concept, yuai, that mixes up the
Chinese characters for friendship and love. He calls it fraternity, and says it means that activities
such as agriculture -- already under Fort Knox-like protection in Japan -- will not
be left “at the mercy of the tides of globalism”.
The DPJ’s policy platform, for instance, proposes undoing one of the main Koizumi reforms by banning
the use of temporary labour in manufacturing. It also wants to raise minimum-wage levels. Exporters
fighting for business in China deplore both policies. Yet analysts say Mr Hatoyama, who at a recent
press conference asked an aide to field questions on economics, will have little influence on
-- or even interest in -- economic policy.
