For some chapter tactics, I can agree need a boost like Black Templars and Raven Guard while White Scars could probably use a bit of a tone down. However, it’s a bit of a balance mechanic since Ultramarines don’t have the strongest tactics, but they make up for it with exceptional support characters. On the other hand, Iron Hands have a really great set of tactics, but they lack special characters to make it stronger. It’s not to say you can’t build a pretty beast one which is why everyone loves the Shield Eternal+Bike combo. ??
